Double Par Rule (Yellow Book Page 21, Item 3)

There are few exceptions to the double par rule such as the low putts game and club tournaments. The double-par rule was implemented in 2019 to speed the pace of play. Example:  If a player reaches 8 strokes on a par 4, they should pick up their ball and take an 8 for a gross score, less the strokes allowed for that hole to arrive at the net score. The strokes you may deduct are indicated on the scorecard for each hole (*) and are determined by the difficulty of the hole. If the hole is the #1 handicap (the hardest hole) you will get more strokes than you will for the #9 handicap (the easiest hole).
